"Hoovervilles" started off as "tent cities" for the homeless, after sometime, the people residing in these towns began to build better shelter, such as shacks. these people were dirt poor and their "economy" consisted of an "I.O.U". My grandfather told stories of these when he was growing up. he never actually lived in one but he knew people who did. He said when he went to trade with some of them, sewage was running in the streets, people weren't clean, he spoke of one of the people he traded with in particular. saying that he couldn't wait until they had clean water so he could bathe and not get sick from drinking their water. he said they blamed president hoover for this poverty they suffered through.
